Power has started to come back online for hundreds of thousands of homes across Texas, but water and natural gas problems are still an issue millions are facing in the state. In an update Thursday, Gov. Greg Abbott said more than 2 million households across Texas have had their power restored in the past day. But officials also said 13 million Texans are impacted by boil water notices. The state has an estimated population of around 29 million. Abbott said he is requesting a major disaster declaration from the federal government, which would enable FEMA assistance for costs not covered by insurance.
