SPENCER, Iowa (KTIV) - A relief website has been announced for residents to self-report damaged property. Due to the waters not yet receding, the State Assistance Grant Program has been approved for several. This grant program comes through Gov. Kim Reynolds' disaster proclamation. Those who have property damage could receive up to $5,000 in assistance and repairs for lost items. Upper Des Moines Opportunity operates the program. The state says applicants must be under 200% of the federal property level to qualify. Applications can be found on the websites for Upper Des Moines Opportunity and Iowa Homeland Security and Emergency Management. Disaster proclamations were activated for Buena Vista, Clay, Dickinson, Emmet, Humboldt, O'Brien, Osceola, Palo Alto, Pocahontas, Webster and Wright counties for the severe weather damages from May 6, May 20, May 31, June 3 and June 12 and June 22. RADNOR, PA  ‒ The U.S. Department of Labor announced a settlement with the  Lincoln National Life Insurance Co. that requires the company to change its evidence of insurability requirement – commonly known as proof of good health –for participants in job-based life insurance plans. The settlement forbids Lincoln from denying a beneficiary's claim based on the lack of evidence of insurability if premiums have been received for three months or more.   The settlement follows an investigation by the department's Employee Benefits Security Administration that determined Lincoln denied life insurance to participants' beneficiaries after accepting premiums for months or years without obtaining evidence of insurability from participants. Baltimore City Council members challenged the city's refusal to pay for more sewage backups into residents' homes during a hearing Monday, some arguing the city is hiding behind an "equity" argument as it challenges an order from the U.S. Environmental Protection Agency to do so. The chiding came during a budget hearing for Baltimore's Department of Public Works. Council members questioned how the department has been spending the $2 million it budgets annually to assist residents with cleaning up sewage backups. Currently, the city sends cleanup crews to Baltimore residents' homes — or reimburses cleanup costs — only if a backup was caused by wet weather. If a backup occurs due to some other kind of blockage during dry weather, such as a clogged or broken pipe, residents must handle the cleanup themselves.
